On 4th of September a momentous meeting was held between HBUT’s secretary general Li Keqin and a delegation from South Africa headed by Charles Secodi, deputy Governor of the South African province Limpopo. The meeting, which was instigated by the South African delegation was to build on talks held between Li Keqin and Governer of Limpopo Chupu Mathabatha in July earlier this year and accelerate a program of cooperation between HBUT and Limpopo province.

Li Keqin began by reiterating the Chinese government’s desire to adopt a mutually beneficial relationship between China and Africa before quoting Chinese President Xi Jinping’s call for a Sino-African joint destiny. Li then went on to mention what President Xi called an “eight step action plan for improving the relationship between China and Africa.” Li then further emphasized the benefits that these eight measures would have for African socioeconomic development while also underlining the unprecedented opportunities such a cooperation would bring for China. Mr. Li then added that the meeting would broaden the scope, enhance the quality and hasten the implementation of the agreement between Limpopo province and HBUT.

Mr. Secodi expressed his gratitude towards HBUT thanking them for their aid in improving research, education and training standards in Limpopo before stating that it had been his honour to accompany South African President Cyril Ramaphosa to Beijing to participate in the Forum on China-Africa Cooperation. Mr. Secodi then echoed the sentiments of Mr. Li restating the importance of the collaboration between the two parties before detailing the steps that would be taken to achieve approval for a Limpopo based institute of HBUT. Finally he affirmed that it was his goal to have the approval granted by the end of October 2018 and welcomed a delegation from HBUT to visit Limpopo.

Li Keqin replied to Mr Secodis statement by thanking him for his participation in the Forum on China-Africa Cooperation adding that HBUT will do everything within its power to speed up the authentication and construction of the Limpopo based HBUT institute. Before adding that he hoped it would be held up as a model for future collaborations all over the world. Mr. Li went on to announce that HBUT would create a high standard of enrollment criteria for the Limpopo based HBUT institute, implement a beneficial training regime for its staff and work towards standardizing degree authentication between China and South Africa. Finally Li reaffirmed his desire to see a Confucius institute established in Limpopo through the joint efforts of both parties.
